If there are Winters where there is a 40% chance or better of snow and/or ice, then all sidewalks, and the various types of roads must have in-ground radiant heating systems in place. This is for a number of reasons. First, it reduces the need to have snow plows, and salt trucks in place. This is environmentally friendly as well a more budget friendly option for the community in charge of the roadway. This system is also safer for people and automobiles. If the snow will melt and evaporate once it comes down, then there will be less likely of a chance for snow piling up. This will allow for less accidents, and less slipping while on the roadway.
In the case of sidewalks, and alleys, the property owner adjacent to the particular space will be responsible for powering the sidewalk and alley. They will not be responsible for any repairs. If the system needs to be repaired, than the authority in charge of managing the street or road the premise is on will handled by the authority. Since many new construction will require solar panels on the roofs of the structure, this will reduce the electric bill. It would also reduce the need to shovel, and place the snow somewhere. It also eliminates the need for salting the sidewalk – therefore saving money, and saving the environment. Also, especially for older people, shoveling a sidewalk might not be in their best interest health wise.
