Railways are intended for train traffic only. This is not intended for pedestrian travel, and traveling along a railway will be illegal. This is not only for a legal standpoint, but a safety issue. A pedestrian no matter how healthy or strong they might be can not withstand the hit of a train. It is just that simple. Therefore, anyone caught walking on the railway will be arrested for trespassing.
Each railway will have 2 sets of tracks. Each set will be intended for one way traffic on a train track. For example, a pair of railways running east – west, and the other will run west – east. This will reduce any means of a train to be held up while another train passes them by. All new tracks will support high speed railways for a faster experience. This will be especially invaluable since there will only be one airport for the nation.
All railways will be owned, and controlled by a single authority. Frieght companies will pay for passage on the railways which will help develop for the upgrade on rail lines. These freight charges will also be used to support the passenger line of services as well. Using a railway system might make a lot of sense for the company than relying on trucks to carry the shipping container.
All trains will have a limit on the amount of cars they will have. No train can not take more than 5 minutes to pass over a railroad crossing. This is a safety issue. Think of this. A community has one means of entering or exiting, and that is to cross over a railway. An emergency vehicle arrives at the railway crossing, and takes 30 minutes to cross over. That is 30 minutes too late for the emergency vehicle. If someone was having a heart attack, they will likely die before an ambulance can get to them.
